The Management Board was informed about the implementation of the Agency’s new administrative structure.
- Welcoming the changes made to address
comments made at the Management Board meeting in June 2021, the Management
Board notes however that the revised version of the Frontex Internal
Structure and Rules of Procedure (FISRoP) presented at the present meeting
is work in progress to further align with the MB Decision 43/2020. Further
work is needed to ensure that the internal procedures are aligned with the
management and coordination mechanisms provided for in the regulatory
framework.
- In particular, the Management Board
underlines that the functions of the Deputy Executive Directors must be
well translated into the FISRoP, inter alia, by creating the adequate
conditions to support the oversight that they are to exercise over their
respective areas and the entities assigned to them. It must be the Deputy
Executive Directors who will ensure the coordination of various entities
assigned to them and among themselves, with a view to reporting on their
work to the Executive Director.
- Acknowledging the authority of the Executive
Director to allocate human resources, the Management Board invites him to
ensure that this allocation is proportionate to the functions assigned to
the different entities within the Agency, including the Cabinet which should
have only a supporting function, not interfering with the hierarchical
structure as established by the Management Board.
- Also, further changes are needed to adequately translate the independent functions into the FISRoP, especially in light of reporting by these entities to the Management Board.
