Document Challenge: Industry invitation

On June 28, 2012, the Research and Development Unit of Frontex will hold a workshop on 1st line travel document fraud detection, in Amsterdam, the Netherlands.

Attendees of the workshop will be the members of the Frontex Document Specialist Board. These board members are Travel Document Experts from the European Union Member States Border Guard authorities.

The goal of the workshop is to identify document fraud detection challenges and solutions for Border Guard officers working in the first line.

By “first line” we refer to the work of those officers responsible for checking all travelers passing through a Border Crossing Point. When a suspicious document is encountered during a first line check, this document is generally forwarded for in-depth analysis to a “second line” officer located in an office at the same Border Crossing Point. Usually the second line officer is a dedicated document expert with advanced examination equipment at his/her disposal.

During this workshop we intend to dedicate 2 – 3 hours to the travel document reader equipment capable of supporting the work of Border Guard Officials in the 1st line, with focus on fraudulent documents detection.

We will have an exercise using the travel document readers to simulate a first line check. We will use both genuine and fraudulent travel documents (Passports only), and we will collect and discuss the results of this exercise regarding usability aspects for 1st line officers (and other factors such as speed, automated detection, accuracy, etc.).

Industry is hereby invited to submit a proposal for participation in this exercise, stating:
a) Name and type of the equipment you would like to bring to the exercise,
b) Functionality/capabilities of the equipment,
c) Any and all pre-requisites the equipment needs in order to be used during the exercise, e.g. wireless internet access,
d) How many participants you wish to send.

Industry will only be present in the workshop during the equipment exercise. There will be no time for power point presentations, but industry representatives will be able to use the exercise to demonstrate the capabilities of their equipment to the MS experts.

If the number of proposals exceed what Frontex R&D deem feasible for the time available for the exercise, we will select among the proposals those who best fit the purpose/scope of the workshop.

Please submit your proposal for participation by 22 May 2012 at the latest, to rd-events@frontex.europa.eu with the heading “Document Challenge”.

We will provide an answer to all and further details to those selected to participate by the 31 May 2012 at the latest.
