Purpose of the request for information

Frontex seeks to enhance its understanding on the workforce management solution market. Workforce management solutions are considered digital solutions used to plan, schedule, organise, manage, monitor and control the work of a workforce. These solutions comprising software, services and (often) hardware.

The initiative aims to: 

  • Engage with the market: Understand existing and emerging technologies and their performances. 
  • Promote transparency: Ensure openness and information-sharing and encourage a fair and competitive environment. 
  • Refine procurement strategies: Gain industry insights to inform future procurement processes and strategies. 
  • Identify potential suppliers: Preliminarily identify solutions and suppliers, enabling more efficient future procurements. 
  • Identify and close gaps: Analyse gaps in systems and methodologies, and facilitate the development of cutting-edge, restorative solutions.  


Scope of information

Frontex invites submissions on the following aspects: 

  • Solutions: Capabilities and features of workforce management systems, including aspects related to security, the deployment, integration and implementation of such solutions, as well as other relevant information.
  • Manufacturers and integrators: Information on companies involved in the production and supply of workforce management systems, including their capabilities and experience as well as on pricing models, terms and conditions usually applied to related contracts.
  • Innovative solutions: Insights into emerging technologies in the domain of workforce management systems.


Engagement process

Interested parties are encouraged to express their interest by providing relevant information regarding their offerings. This engagement aims to map the available solutions and evaluate the expertise within the industry, with a particular focus to workforce management solutions. 


Target audience

Economic operators, developers and manufacturers of workforce management systems or systems that can be customized, modified or used to serve as such.

This is not a call for tender or a request for proposal. The RFI serves purely for market consultation and does not initiate a formal procurement process or signify an obligation to proceed with tendering.

Parties are welcome to share insights that would assist in refining procurement strategies. 

Confidentiality: All submissions will be treated with confidentiality in accordance with Frontex policies. 

Frontex reserves the right to contact any submitter, directly or through its contractors, to request clarification, additional information, or verification of submitted materials.

Privacy statement

Personal data collected in relation to this processing operation shall be processed for the purposes and under the conditions described below. The controller of this processing operation upon your personal data is Frontex. Your personal data will be processed by Frontex staff (Operations Support Systems Unit, HoU.OSSU@frontex.europa.eu), designated by the Head of Operations Support Systems Unit, that is gathering the data for the purpose of registering and processing responses to this RFI, communicating with respondents during the question and clarification window.

The following personal data will be processed:

  • E-mail address
  • Phone number

Data contained in the RFI records and in the responses are retained in accordance with the archiving rules applicable to the Agency. The above listed personal data will be held only for managing the question window and the follow-up communication and will be deleted once this RFI and any directly related follow-up steps are closed.

Data contained in provided materials or during a meeting or presentation will be retained in accordance with the archiving rules applicable to the Agency.

The legal basis of the data processing is Article 5(1)(a) of Regulation (EC) 2018/1725 of 23 October 2018 (EUDPR) in conjunction with Article 10 points (g), (h), (i), (j), Article 36 (2) points (a), (b), (c), (d) (e), Articles 54-57, Article 95 (1) (2) (5) (6), and Article 100 (1) points (i), (p), (s), (ac) of Regulation (EU) 2019/1896.

The provision of personal data is a statutory requirement in accordance with point (e) of Article 15(2) of Regulation (EU) 2018/1725:  providing the requested contact details is necessary to take part in this RFI. If a respondent does not provide them, Frontex cannot register, contact, or consider that respondent.

There will be no international data transfers, no automated decision-making process, and no profiling. You have the right to access, request erasure, restriction of processing and correction your data anytime, as well as the right to object.

You might want to exercise your rights by contacting the controller of this processing operation at HoU.OSSU@frontex.europa.eu or the Data Protection Officer of Frontex at DPO@frontex.europa.eu. You have also the right to recourse to the EDPS.

By submitting a response to this RFI, the respondent confirms that the named points of contact have read and accepted this privacy statement.
