The European Border and Coast Guard Agency (Frontex) has launched a new Dynamic
Purchasing System (DPS) for the procurement of technical equipment for
the Standing Corps.
With an estimated total value of €12 000 000, this
open-market initiative aims to expand and diversify the agency's supplier base
for security equipment.
To ensure the highest standards of operational readiness for frontline
personnel, Frontex is calling on qualified manufacturers, distributors, and
suppliers across the European Economic Area to apply.
Unlike traditional, closed framework contracts that permanently lock out
new suppliers after an initial deadline, this DPS represents a permanently
open market.
New suppliers can apply at any point during its operational lifespan,
making it highly flexible and accessible particularly for small and medium-sized
enterprises and innovative market newcomers.
Future orders (mini competitions) under this system will prioritise
operational performance, with award criteria weighted at 70% for quality and
30% for price.
Frontex will evaluate applications within 10 calendar days of
receipt, allowing approved companies to quickly become eligible for upcoming
biddings.
The system operates in two stages.
- Admission: Companies submit data about their administrative capability and
technical qualification. No pricing or concrete delivery bids are required
at this stage. All companies meeting the baseline criteria are admitted to
the system.
- Mini-competitions: As specific equipment needs arise, Frontex will issue restricted
invitations to bid, exclusive to the list of admitted companies.
