International Organisations

DCAF (Democratic Control of Armed Forces)

The working arrangement between Frontex and DCAF focuses on activities in the fields of border guard training and risk analysis. The geographical focus of cooperation is on the Western Balkan countries.

ICAO (International Civil Aviation Organisation)

The general aim is to develop mutually beneficial cooperation with airlines and airport operating companies. This cooperation focuses on development of a common training tool for officials of non-EU countries, in particular airline staff, on the detection of falsified documents.

ICMPD (International Centre for Migration Policy Development)

Frontex and ICMPD cooperate in enhancing the capacity of the Southern Mediterranean Countries to manage irregular and mixed migration flows, in the context of the MTM/i-Map Project (Mediterranean Transit Migration), which was subsequently extended to the Eastern migratory routes.

IGC (Intergovernmental consultations on migration, asylum and refugees)

Frontex participates in IGC working groups as a forum for exchange of information between IGC member countries (including the USA, Canada, Australia and New Zealand) and Frontex.

ILO (International Labour Organisation)

Frontex cooperates with ILO in preparing an inventory of existing Seamen IDs (specimens, security features, etc) to be integrated into Frontex handbooks.

Interpol (International Criminal Police Organisation)

Frontex and Interpol cooperate in joint operations at air borders. Other areas of cooperation are being explored, for instance in the fields of trafficking in human beings, training or capacity building measures, in particular in countries outside the EU.

IOM (International Organisation for Migration)

Frontex works closely with IOM in its Integrated Border Management (IBM) project in the Western Balkans and Turkey, mainly by providing training in the field of risk analysis. The two also contribute to each other’s projects, e.g. the Frontex tailored risk analyses on the trafficking of human beings and unaccompanied minors.

OSCE (Organisation for Security and Cooperation in Europe)

Frontex and OSCE are exploring possibilities for cooperation in the fields of border management including training, while cooperation in the development of specialised training on trafficking in human beings for border guards is ongoing.

UNHCR (United Nations High Commissioner for Refugees)

Frontex and UNHCR cooperate by exchanging views and general information with regard to Frontex joint operations and risk analysis. UNHCR assists Frontex in developing its training tools on human rights for border guards, including international protection and takes part in certain Frontex training activities. Frontex and UNHCR have also cooperated in selected joint operations and tailored risk analyses.

UNODC (United Nations Office on Drugs and Crime)

Frontex cooperates with the UNODC in projects such as combating people-smuggling and trafficking in human beings.
