EU Agencies

CEPOL (European Police College)

Frontex regularly contributes to CEPOL training activities, e.g. European Police and Judicial Systems, study tours and providing feedback on planned CEPOL training activities by participating in the college’s annual programme committee. The two also cooperate in the development new training curricula. This cooperation is of great importance for supporting the creation of a common EU law enforcement culture as stated in the Stockholm Programme.

EASO (European Asylum Support Office)

Frontex supported EASO during its start-up and organisation as a new agency and intends to share expertise in managing pooled resources, as a first stage of cooperation.

EDA (European Defence Agency)

Frontex and EDA have shared goals and exchange information when supporting the integration and interoperability of maritime surveillance systems and the use of Remotely Piloted Aircraft Systems (RPAS).

EDPS (EU Data Protection Supervisor)

Frontex exchanges information with EDPS regarding one of its personal data processing activities, including notification on prior checking followed by EDPS’s formal opinion.

EEAS (European External Action Service)

Contacts and some initial cooperation exist with various EEAS services, in particular those active in the field of crisis management. A cooperation arrangement for exchanging information with EU Joint Situation Centre (Sitcen), now integrated into the EEAS, was concluded in December 2008.

EFCA (European Fisheries Control Agency)

The cooperation between Frontex and EMSA in the field of maritime surveillance has been extended to the EFCA via a tripartite agreement, broadening the scope of cooperation to assessing the technical and operational possibilities of joint use of assets by Frontex, EFCA and EMSA, and for the collation of best practices in the acquisition of assets.

EMSA (European Maritime Safety Agency)

Frontex and EMSA regularly exchange information about their projects and initiatives in the field of maritime surveillance and assess possibilities for cooperation in these and other European projects and initiatives.

ESA (European Space Agency)

Frontex cooperates with ESA in the framework of Global Monitoring Environment Security (GMES) for the use of information derived from satellite Earth observation for maritime border surveillance.

Eurojust

Cooperation with Eurojust focuses on the fight against people-smuggling and trafficking in human beings, training activities and information exchange. Frontex has also shared a selection of risk analysis products with Eurojust.

Europol (European Police Office)

Frontex and Europol have a strategic cooperation agreement and a cooperation plan in place. The agencies contribute to each other’s projects, and in particular to each others risk/threat assessments and also exchange media monitoring reports and products on a regular basis. Other activities involve selected joint operations and cooperation within the framework of the EU internal security committee (COSI).

EUSC (EU Satellite Centre)

Cooperation possibilities exist in the fields of surveillance, Earth observation and training in geographic information systems (GIS). Cooperation between the two agencies is expected to increase as the development of the EUROSUR European surveillance system continues to take shape.

FRA (EU Fundamental Rights Agency)

Cooperation between Frontex and FRA focuses on the development of training, best practice handbooks and a professional code of conduct to promote respect of fundamental rights. Moreover, FRA is a key partner when it comes to the implementation of the Frontex Fundamental Rights Strategy. Frontex and FRA, in cooperation with other partners such as UNHCR, were tasked with implementing a joint training concept on fundamental rights in order to enhance the training of Frontex staff in this field.
